The National Space Plan 2014 – 2019 has been approved by the Government of the Czech Republic

The Government of the Czech Republic approved on October 27, 2014 the National Space Plan for the period 2014 – 2019 (NSP 2014). The main objective of the NSP 2014 is to increase the international competitiveness and the technological and innovative level of the Czech Republic. The NSP 2014 represents the strategy of the Czech Republic in further development of capacities and capabilities of its industry and academia and in maximising the return of the public investment in space activities.

Space activities are all industrial and scientific activities which lead to the use of possibilities and opportunities which space opens to society. Space activities covers areas as satellite navigation, satellite telecommunication, Earth observation, launchers, space situational awareness, microgravity, human space flights, space exploration, space science and applications and services connected with use of obtained data.

The NSP 2014 is built upon the National Space Plan approved in 2010 (NSP 2010). The NSP 2010, approved for the period 2010 – 2016, identified long-term vision and mid-term objectives to be implemented by 2016. The new or revised National Space Plan also ought to be formulated by this date. Considering fact that the Czech Republic met all evaluation criteria of the NSP 2010 already in 2013, i.e. more than three years before the original deadline, the Minister of Transport’s Coordination Council for the Space Activities initiated at its 12th session on 30th September 2013 the preparation of elaboration of new National Space Plan for period 2014 – 2019. To fulfil this task the Coordination Council for Space Activities established an expert working group led by Ministry of Transport involving representatives of public and private sector.

The Czech Republic considers space activities as an opportunity for the growth of the national economy. For a long time space activities are not only the scientific discipline but in particular the economic discipline with enormous political, strategic and security potential.

The NSP 2014 again identifies the vision, mid-term objectives and evaluation criteria for their reviewing. The NSP 2014 also includes recommendations regarding the funding of space activities, especially the increase of the Czech participation in ESA optional programmes and the establishment of the National Space Programme as well as the institutional arrangements with its goal to establish the National Space Agency.

NSP 2014 is addressed to policy/decision makers to decide, using its analyses and recommendations, on the level of support of the space activities in the Czech Republic, especially as far as the funding and the further optimisation of the management of this area are concerned.
